(IRD Ref No. 91/10053) UNESCO Hong Kong Association (UNESCO HK) is dedicated to facilitating and achieving UNESCO's mission, creating conditions for dialogue among civilizations, cultures and peoples based upon respect for commonly shared values.

It is through this dialogue that the world can achieve global visions of sustainable development encompassing observance of human rights, mutual respect and the alleviation of poverty. It strives to work towards the building of peace and to facilitate the sustainable development of society, economy and environment through education, sciences and culture.

The UNESCO Observatory for Local Cultures and Creativity in Education (RLCCE), hosted by The Hong Kong Institute of Education, is located in the Department of Cultural and Creative Arts. Established in 2011, RLCCE recognizes the crucial role the arts have to play in resolving the challenges associated with the building of peace, sustainable development and intercultural dialogue in an era of globalization. To this end, it not only assists UNESCO in enabling knowledge-sharing and access to key information resources by the international Arts in Education (AiE) community and by UNESCO, its Member States and cooperative partners, but, in cooperation with its network partners and other UNESCO Observatories, undertakes research projects related to cultural and educational policies and management, develops new educational approaches to local arts and heritage, and advocates for the arts, creativity and culture to be mainstreamed in both formal and non-formal education.

Through its direct mandate to advocate for the implementation of the Seoul Agenda: Goals for the Development of Arts Education (2010), RLCCE acts as a clearing house – collecting, analyzing, re-packaging and disseminating resources on arts education – with the objective of supporting advocacy processes and influencing policy making in Arts Education. At a local, regional and international level, the organization of activities such as symposiums and conferences brings together UNESCO Chairs and leaders across different arts disciplines, while key initiatives specifically created by RLCCE, such as its flagship “Star” Projects / Programs (SPP) enterprise, recognize good practice at a local level and provide a platform for the organizations concerned to benefit directly from their association with UNESCO.

● Assists UNESCO in enabling knowledge-sharing and access to key information resources by the international Arts in Education (AiE) community and by UNESCO, its Member States and cooperative partners.

● Acts as a clearing house, collecting, analyzing, re-packing and disseminating resources on art education, with the objective of

●supporting advocacy processes and influencing policy making on Arts Education.

● Collaborates with network partners to develop new education approaches to local arts and heritage.

● Contributes to mainstreaming arts, creativity and culture in both formal and non-formal education.

● Advocates the implementation of the Seoul Agenda.
